Call Report
The Call Report is a report of credit union financial information, including:
- Assets, liabilities, and capital
- Income and expenses
- Delinquent loans and charge-offs
- Investment classification and breakdown
- Loan classification and breakdown
- Share classification and maturity
The NCUA regulation § 741.6(a)(2) requires all federally insured credit unions to file a Call Report. Currently, the NCUA requires natural person credit unions to file quarterly, no later than 11:59:59 PM ET on each due date (see Cycle Due Dates on NCUA.gov). Exam staff cannot extend the regulatory Call Report filing deadline. The NCUA may assess a civil money penalty if a credit union does not file the Call Report on time (see NCUA Letter to Credit Unions 14-CU-03, Civil Money Penalties to be Assessed for Late Call Report and Profile Submissions in 2014).
Corporate credit unions report similar information monthly on the Corporate Call Report.
Under § 741.6(a), all federally insured, natural person credit unions must file Call Reports electronically using the agency’s online system, CUOnline, and submit a corrected Call Report upon notification or discovery of the need for a correction. Detailed instructions for completing a Call Report are available on the NCUA’s public website. The CUOnline system automatically notifies the district examiner by email when a credit union updates its Call Report.
A Regional Director or ARD can authorize exam staff to file an estimated Call Report if they determine that a credit union’s Call Report will be delayed by more than 14 days beyond the Call Report due date. (See Administrative Remedies > Civil Money Penalty > Responsibilities in the NSPM for additional information.) Examiners should enter “Estimated Call Report” in the Validation Comment field when validating an estimated call report.
All Call Reports in “Submitted” status will be automatically validated daily at midnight regardless of the cycle date. The Validated By field in CUOnline will populate with System Validated. The Comments field in CUOnline will populate with Automatic Validation.
Once the Call Report is in “Validated” status, the Call Report data is available to the public online (see Research a Credit Union and Financial Performance Reports). Exam staff that do not want the Call Report to validate automatically must LOCK the Call Report in CUOnline. This will change the status to “Under Review”. CUOnline Regional Office Admins and Supervisory Examiners may also LOCK the Call Report in CUOnline to change the status to “Under Review”. If the Call Report is in any status other than “Submitted”, the Call Report will not be validated automatically.
In addition to the Call Report Review Tools discussed later in this chapter, the NCUA’s website also contains a utility to review Call Report filings that have been updated in the last 90 days.
Call Report data is vital to assessing a credit union’s financial health. Examiners use this information to assist in scoping an exam and to determine if any changes in supervision are warranted.
Inaccurate information impairs an examiner’s ability to properly identify and assess risk and may result in misleading results and flawed conclusions. Examiners should address any potential inaccuracies identified during the Call Report review with the credit union and if necessary, request a credit union make appropriate changes.
The NCUA's risk-focused exam program relies heavily on the accuracy of Call Report data. The agency expects credit unions to submit complete and accurate data in a timely manner. Inconsistent, incomplete, or inaccurate information impairs an examiner’s ability to properly identify and assess risk.
Information in a credit union’s Profile can help exam staff scope an exam or complete appropriate offsite monitoring. The NCUA also uses Call Report data to identify emerging industry trends.
