Exam Scope Steps

Once the Exam Scope has been fully developed, the examination can commence. Examiners will perform the required, baseline, and/or expanded review steps as described in the Exam Scope. The steps are categorized by risk area. On a team examination, the EIC assigns certain team members to specific steps. Once the step has been performed, the examiner documents the results of the review in the Scope Module. The Exam Scope must provide an administrative record of the procedures performed, the results of the review, and the recommended action.

As examiners perform the steps in the Exam Scope, they may determine that the scope should be revised—either expanded or contracted. For example, an examiner performing a review of a credit union’s bank reconcilements may discover unreconciled differences, and determine that the scope of the review should be expanded to review the general ledger and related accounts. Examiners can adjust their examination plan if they discover an area or issue that needs to be reviewed in more detail. If the examiner is dealing with a time limitation, they may ask their supervisor for additional hours in order to perform the expanded review.

There are a number of questionnaires that can be used to guide an examiner through the review of a particular topic. Questionnaires associated with required review areas must be completed; the results of the questionnaires should be documented in the Scope Module. Examiners are not required to complete questionnaires associated with baseline review areas. However, the questionnaires may be helpful in guiding the review.
